"universal" userid

The vivcontext userid is a capsule/user pair, but I would also like to have access to a universal user id for at least two use cases:

1) I have a single user who is using all of my many capsules -- I don't want the overhead of having to match a bunch of different userid/capsule pairs on my back end

2) I want to able to make permitted communications about a user to other capsules
