Capsule Management API

Having a public API that can be used to automate some capsule creation and management (like Alexa's SMAPI) would go a long way towards speeding up capsule development. 

The highest priority api features would be 

• Capsule Creation
• Deploying slot types
• Deploying utterances
• Running training
• Publishing
• Updating capsule properties

The more functionality available via API the better.

  I think Capsule development is done locally so not sure where the public API comes in or if it is really needed. I think what we need is a CLI (just like ask-cli) to automate the things you just mentioned.

  An api for submission in conjunction with a CLI would be great. Being able to automate any and everything is useful.
